1. The rules and procedures of this agreement apply to disputes covered by the consultation and dispute resolution provisions of the agreements listed in Schedule 1 of this agreement (hereafter referred to as the agreements covered in this agreement). The rules and procedures in this agreement also apply to consultations and settlement of disputes between members regarding their rights and obligations under the World Trade Organization agreement (called the WTO agreement in this agreement) and the agreement, which is concluded in isolation or in connection with another agreement. 1. At all stages of the identification of the causes of a dispute and dispute resolution procedures involving a Member State with the least developed country, special attention is paid to the particular situation of members of the least developed countries. In this context, members exercise the necessary deference, in particular, with regard to the issues relating to these procedures, to which a Member State is associated with the least developed countries. When it is found that the cancellation or depreciation is due to a measure taken by a Member State with the least developed country, the parties to the application exercise the necessary withholding of the claim for compensation or the authorization to suspend the application of concessions or other obligations under those procedures. (c) Notwithstanding Article 21, the arbitration procedure under Article 21, paragraph 3, may involve, at the request of one of the parties, a determination of the amount of benefits cancelled or affected and also propose ways to achieve a satisfactory adjustment for both parties; these proposals are not binding on the parties to the dispute; 2. The rules and procedures of this agreement apply subject to the specific or complementary dispute resolution rules and procedures set out in the covered agreements, which are listed in Appendix 2 of this agreement. To the extent that there is a difference between the rules and procedures of this agreement and the special or complementary rules and procedures in Appendix 2, priority is given to the special or complementary rules and procedures in Appendix 2. In the event of disputes over rules and procedures in several covered agreements, where there is a conflict between special or complementary rules and procedures of such agreements and the parties to the dispute fail to agree on rules and procedures within 20 days of the panel`s establishment , the Chairman of the Dispute Resolution Authority is subject to Article 2, paragraph 1 ( , establishes, in consultation with the parties to the dispute, the rules and procedures to be followed within ten days of the request of one of the two Member States.
